Is there a way to download the captured data locally?

Yes, click on Preview Simple, then the gear icon in the top right, Save, and pick NDJSON or JSON. I prefer NDJSON 
Click on a file to open it, then hit the gear icon in the upper right. Save

if you want to upload back into stream, NDJSON is def the way to go. When you upload, just be sure to choose NDJSON as the event breaker.
